The OIE World Animal Health and Welfare Fund (World Fund), a multi-donor trust fund through which the Organisation collects voluntary contributions, has been supporting the OIE to implement critical programmes and deliver against its mandate since 2006.<\/strong><\/span><\/p>\n

The <\/strong>World Fund<\/strong> Advisory Committee is made up of representatives of Members, intergovernmental organisations, philanthropic foundations, and the private sector which contribute to the World Fund. It is a forum through which partners learn about the OIE\u2019s priorities and investment needs, and share information on their own institution’s interests related to animal health.<\/strong><\/span><\/p>\n

This year, more than 40 external participants attended the virtual meeting on 20 January. Chaired by Dr Hans Wyss, OIE Delegate of Switzerland, the Committee reviewed the Fund\u2019s performance in 2021 and learned about the Organisation\u2019s priorities for implementation of its Seventh Strategic Plan in 2022.<\/p>\n

The Year in Review<\/strong><\/span><\/p>\n

The first part of the meeting included a financial presentation focused on income, expenses and grants signed by the OIE World Fund. It highlighted the Organisation\u2019s financial performance to date as well as its investment trends.<\/p>\n

The effect of the Covid-19 pandemic on the disbursement of project funds was discussed. Considering the challenges presented, the OIE underscored the importance of partners\u2019 flexibility in terms of both timelines and modes of delivery for activities supported by voluntary contributions.<\/p>\n

2021 was the second-best year in the Fund’s history in terms of total value and number of new grants signed, confirming continued interest in OIE activities and in the management of the Fund.<\/em><\/strong><\/span><\/p><\/blockquote>\n

Looking ahead<\/strong><\/span><\/p>\n

The second part of the meeting focused on the Organisation\u2019s priorities for the implementation of its Seventh Strategic Plan in 2022. OIE Director General Dr Monique \u00c9loit identified three levels of collaboration with resource partners:<\/p>\n

    \n
  1. Political advocacy, with greater recognition of the OIE\u2019s important role in the Quadripartite* and One Health forums.<\/span><\/li>\n
  2. Advocacy for the role of Veterinary Services in health systems, to increase recognition of their role in prevention, preparedness and resilience, as well as in biodiversity, climate change and gender.<\/span><\/li>\n
  3. Targeted operational activities, including OIE Global Programmes and strategies such as rabies, peste des petits ruminants (PPR), foot and mouth disease (FMD), antimicrobial resistance (AMR), etc.<\/span><\/li>\n<\/ol>\n

     <\/p>\n

    Participants expressed wide support for the OIE\u2019s strategic outlook and emphasised the Organisation\u2019s longstanding role in international One Health leadership. The OIE\u2019s advocacy for the inclusion of animal and environmental health topics in global discussions on public health is imperative, and its experience in operationalising the One Health concept throughout its Members is exemplary. Following a proliferation of One Health initiatives in the wake of the COVID-19 pandemic, the OIE must work to ensure that efforts are coordinated, well-targeted, and non-duplicative, including through guidance provided by the One Health High Level Expert Panel (OHHLEP).<\/p>\n

    The OIE values its partnerships with World Fund donors. The Engagement and Investment Department remains available for bilateral discussions with any partners interested in further discussions.<\/p>\n

    The OIE would like to thank all its donors for their contributions to the World Fund, as well as all those who participated in the Advisory Committee meeting.<\/p>\n
